Why can't I find a High Deductible Insurance Plan?

Hi,

I am a self employed business owner in New York City and I want to switch from the NY marketplace healthcare to a HDHP and a Health Savings Account. However, I cannot find any plans that are HSA qualified. Am I missing something or is the whole thing just a scam? Please if you have any links please send me.
